Three kinds of action

Experience actions
Things you can only close by doing: leading a project, holding a budget, presenting upward. Often arrangeable in your current role once you can name what is missing.
Learning actions
Knowledge gaps that structured learning genuinely closes. Named as the requirement they serve — never as generic "upskilling".
Credential actions
Where a target carries a hard qualification barrier, it is named plainly — with what the credential is and why the role requires it.
